Creates a new instance with the specified TSA endpoint.

endpoint Uri: The absolute TSA endpoint URI. Must not be null.
httpClientProvider IHttpClientProvider: Optional TSA-specific HTTP client provider.

The absolute TSA endpoint URI.

Optional TSA-specific IHttpClientProvider. When null, the builder-wide provider is used as fallback.
